- where do these two people make life easier for each other?
- where do they create strain without meaning to?

Birth dates are enough to begin because they give the year, month, and day pillars. That covers the Day Master and the main relationship axis.
Birth time adds the hour pillar. The hour can matter for private emotional expression, future planning, children, later-life themes, and more specific timing. If you know both birth times, use them. If you do not, the reading can still say a lot, but it should be honest about what it cannot see.
